Water and Sewer Billing

The City of Rockville provides water and sewer service to 70% of the city, or about 13,000 accounts. All other Rockville residents and businesses are serviced through the Washington Suburban Sanitary Commission (WSSC).

Find Your Water Provider

Not all Rockville addresses are serviced by the city. Check your address using the Water Service Provider map to see if your water is provided by the city or WSSC.

Start or Stop Water Service

To start or stop water service, call 240-314-8420 or email utilitybilling@rockvillemd.gov.

When stopping water service, schedule a final meter reading at least five days in advance. Tenants or landlords must provide a copy of the lease agreement. Homeowners must provide a copy of the closing disclosure statement. Requests and documents can be submitted by email to utilitybilling@rockvillemd.gov.

Pay Your Water Bill

You have several options to pay your water utility bill. Late payments will result in additional fees.

There are no additional fees to pay online.

Go to Invoicecloud.

Go to www.invoicecloud.com/rockvillemd and click Water Bills.

Enter account info

Enter the Account Number and Service Address, then click on Search Invoices.

Select the invoice(s) you want to pay

Select the invoices you’d like to make a payment toward and click the Register Selected Invoices link.

Enter required information

Enter all required information that is marked with a red asterisk (*) and click Complete Registration.

Sign up for Paperless billing and AutoPay

Once you’re registered, use the Services area on the Your Accounts at a Glance screen, or the menu under My Profile to sign up for paperless billing, AutoPay, scheduled payments, Pay-by- Text, email or text notifications, and more! If you have any questions, refer to our InvoiceCloud FAQs.

Pay in person during business hours at the cashier’s station at Rockville City Hall.

Pay by phone by calling our 24/7 automated phone service at 1-855-798-1543.

Pay by check using one of two 24-hour drop boxes available outside Rockville City Hall.

Water and Sewer Rates

The water and sewer rates for FY 2025 – FY 2027 were adopted by the Mayor and Council on May 6, 2024, and are effective as of July 1, 2024. [this rates document is also linked from the Budget page]

Water Disconnect/Reconnect Fee: $50
After Hours Connection Fee: $80 (paid in addition to fees stated above if request is after 3 p.m.,
Monday-Friday or weekends)
Return Check Fee: $35
Meter Check/Reread Fee (at customer’s request): $50
Meter Testing Fee (at customer’s request): $50
