Medical Insurance

Employees may participate in one of the health plans below. The city contributes toward each plan and participation is optional. Benefit coverage is available beginning on date of hire.

Dental Insurance

Employees may join the city’s dental program offered through Guardian Dental. The city contributes a portion of the cost of each employee’s dental coverage. If dental coverage is waived, the city’s contribution is reallocated toward the employee’s health plan cost. The start date of coverage is the first of the month following the date of hire.

Vision

The city offers a vision plan with VSP. Members receive a $130 allowance (in-network) for lenses, frames, or contacts and a 20% savings on additional glasses, sunglasses, and lens enhancements from any VSP provider within 12 months of their last WellVision exam. Coverage begins the first of the month following your date of hire.

Participation in the City of Rockville’s retirement plan is mandatory. There are two parts to the retirement plan: the pension plan and the thrift plan.

  • The City of Rockville Pension Plan (all employees) is a defined benefit plan that provides a specific monthly benefit at retirement. Monthly benefits are calculated based on a participant’s salary and length of credited service. Employees are fully vested in the pension plan after 10 years of credited service, but are always 100% vested in the amounts they contribute.
  • The City of Rockville Thrift Plan (administrative and union employees only) is a defined contribution plan subject to IRS code 401(a). Employees make pre-tax contributions and investment decisions. No specific amount of money is guaranteed at retirement. The benefits available are based on the amount contributed and are also affected by income, expenses, gains, and losses.
  • The Deferred Compensation/457(b) Plan is an optional retirement plan. Contributions to this plan are made entirely by the employee. Before-tax and after tax (Roth) options are available.

Annual and Sick Leave

New employees accrue 16 days of annual leave and 15 days of sick leave throughout the year. Annual leave, or vacation time, may be used as it accrues and may be used for any reason. Sick leave may be taken for personal illness/injury, family leave, quarantine, or medical appointments. Annual- and sick-leave accruals increase throughout an employee’s tenure.

Paid Parental Leave

The city will provide up to eight weeks of paid parental leave to eligible employees following the birth of an employee’s child or the placement of a child with an employee in connection with adoption. Employees are eligible for paid parental leave once they have been employed by the city for at least 12 months and have worked at least 1,250 hours during the 12 consecutive months immediately preceding the start of the leave.

Employee Wellness

The city is committed to supporting employees in their health and wellness journeys. LiveWell, the city’s employee health and wellness program, offers a variety of opportunities that cover all aspects of wellness — from nutrition and fitness to stress management, mental and emotional health, and more. The program is constantly evolving and regularly includes free onsite exercise classes, group walks, fun activities, lunch-and-learns, onsite massages, lifestyle challenges, and health coaching. Employees and their families can also engage remotely through our wellness portal and mobile app, where they can take personal health assessments, participate in online challenges, and earn prizes. Our programs offer the flexibility to choose the path to well-being that best suits your goals.

Employee Assistance Program

The city provides free, confidential counseling, assessment, and referral services to help employees manage personal matters. The BHS Employee Assistance Program (EAP) offers trained, certified counselors available 24 hours a day, seven days a week. The EAP is also available to eligible family members.

All regular full-time and part-time employees enjoy free access to city recreation centers. Employees and family members receive discounts on many classes, events and facility offerings.

Recreation Classes and Camps

  • Employees receive a 40% discount on the registration fee for recreation activities (excluding cooking classes) and a 10% discount for trips (excluding overnight trips).
  • Family members receive a 10% discount on recreation activities (excluding adult team sports and cooking classes), summer camps, playgrounds, child care, and trips.

Rockville Senior Center

  • Employees receive a free membership (must be 60 years old or older), 40% discount on classes, 10% discount on senior trips (excluding overnight trips), and 10% discount on rentals (no age requirement).
  • Family members receive a 10% discount on memberships and 10% discount on classes and trips (excluding overnight trips).

Rockville Civic Center and Glenview Mansion

  • Employees and family members receive a 10% discount on all Civic Center fees and a 10% discount on Glenview Mansion rentals.
  • All rentals require the rental to be in an employee’s name and the employee must be present for the event.

Rockville Swim and Fitness Center

  • Employees receive a free individual membership or 50% discount on a family membership.
  • Family members receive a 50% discount on a membership.
  • Family members receive the resident rate for a daily swim pass. Employees are admitted free.
  • Employees and family members receive 20% off the non-pass holder rate for swim classes.
  • Employees receive a 10% discount on rentals.

Community Centers and Nature Center

Discounts are available for:

  • Twinbrook Community Recreation Center
  • Lincoln Park Community Center
  • Thomas Farm Community Center
  • Croydon Creek Nature Center

Employees receive a free individual membership or a 50% discount on a family membership. Family members receive a 50% discount on the membership fees. Employees receive a 10% discount on rentals and birthday parties.

Tuition Assistance

Tuition reimbursement is provided, up to $3,000 per fiscal year, for tuition and registration fees for courses taken at an accredited institution, or for courses sponsored by recognized public, professional, or commercial organizations. Reimbursement is subject to policy guidelines and will be considered for any course which leads to the attainment of an approved graduate or undergraduate job-related degree, including elective credits. The policy applies to regular full-time and regular part-time employees, working a minimum of 20 hours per week who have successfully completed their first six months of employment with the city.

Equity Training

The City of Rockville is committed to the advancement of equity. The Justice, Equity, Diversity, and Inclusion Division leads and trains City of Rockville staff and associated officials in various JEDI-related initiatives that benefit our workplace and community. Opportunities are offered that provide professional enrichment and raise cultural awareness.

Basic and Supplemental Life Insurance

The city provides basic life/accidental death and dismemberment insurance through Mutual of Omaha, at no cost to active employees who regularly work at least 20 hours per week. The basic plan covers 1.5 times the employee’s annual salary, rounded up to the next $1,000 increment, with a maximum benefit of $250,000. In addition to basic life insurance, employees are covered for an additional 1.5 times their annual salary in the event of death or dismemberment resulting from a covered accident.

Employees can purchase additional (supplemental) life insurance coverage for themselves, their spouse, and/or dependent child(ren). New employees who join within their first 30 days will not be required to provide evidence of insurability.

Legal Resources

The city offers employee prepaid legal resources, through the Legal Resources network, that cover services for you, your spouse, and dependent children (up to the age of 19 — or 26 if they are full-time students). Attorney fees for certain categories of legal services are covered 100%. Attorney fees that are not covered in full are provided at a 25% discount. Parents of Legal Resources network members can receive legal services at a 25% discount on attorney fees when using a Legal Resources network law firm.

Parking is available and free of charge at all city work locations. City facilities are also accessible by public transportation.

The city offers membership in SkyPoint Federal Credit Union and direct deposit to multiple institutions.

The city recognizes that fluency in a second language is of great benefit in serving the needs of our community. Full-time regular employees who provide multilingual services during their city government employment are eligible for multilingual skills compensation.
